Here's an idea. Do this again but put number of the generations together and match it to the national Dex and that's the pokemon you get. If the mon is not in the game, you can choose the next closest either before or after. For example : Poliwhirl Oshawott Pikachu Gen1 Gen5 Gen1 Together it's 151 which is Mew! Of course there'd be potential for dupes but I thinks it's fine. It's just an idea tho. If you want to avoid dupes, just skip and take the next one after it. So if like you get 151 again, the one after is Chikorita and that's what you get. No dupes.
I would have been so excited to have Gorochu as a third Evolution instead of Pichu as a pre-evolution, it was so cool for Pikachu to be a strong base form
