The channel is assigned to the subscribers whether it's in use or not...if it is not in use then it" sits idle state" where no other unauthorised subscribe can use 😊

Other user cannot be used why the reason is frequency allocated by each user at long duration
Why can't it's playback be changed?
Mam in satellite communication same multiple access are there we can write this answer for that question
