Sadly, we have property owners, adjacent to these rights of way, who have encroached on some of these paths to the beach. Being beach front property here in the US, they are very expensive, so the owners believe they have the right to block people from walking near their property to access the beach front. They don't want the "riff raff" getting too close to them.
