This error of proposal quantity won't fix without development. SAP recommends to provide your own staging logic in method quantity proposal for single order staging to stage the exact qty from production order component .
To stage exactly same qty recommended way is to use delivery based staging

Implement SAP NOTE-3321845 if you are on 1909 or higher.

This note will help to stage exact PMR quantity without implementing Badi.
Also, To rectify your error make sure your strategies are configured well.
