Absolutely love this recipe, very simple. I added an extra cup of flour, 1/2 cup less sugar, 1tsp baking powder instead of 1/2 tsp, 1 cup vegetable oil and 1 cup water. Baked in a 9x13 dish. It was so good and the kids approved most importantly...😊 thank you!
In place of oil, I used melted butter. Also after pouring the batter in the pan, let it sit for 5 mins so the top dries up a little bit and then put it in the oven to bake. I did this and got a nice crust on the brownies. (Also reduced the sugar to 3/4cup as I don't like them too sweet)

I think your problem was not letting the mix sit for a few minutes that what I do and I get a brown crust. You have to let the sugar dissolve
