You can't serve someone's roommate. That's the law. Doesn't matter if she read it or not. If there's no service the court doesn't have jurisdiction to read it.
You have to serve someone papers telling them that they are being sued and the reason they are being sued so they have time to gather information/ evidence to respond to the suit. JJ can't hear his counter claim because it would be unfair to the woman.

Judy didn't simply "dismiss" the counter claim, it was without prejudice so she basically said "do it again but right this time". This isn't a "real" court so Judy can't start imposing penalties for the woman dodging being served, but a real court can.

She gave no reasonable justification on why she never got notice. I wonder if there was more to the story - the date of service was unclear and maybe that was a factor. Maybe it wasn’t served until very last minute - that’s a reason to dismiss it even if she got the notice.
After thinking more about it, I’m sure this was the issue. Generally, claims/counterclaims require 14-21 days of notice before an answer/response/hearing is due. I suspect the notice was served inside of 14-21 days, combined with the bullshit “i never got it” story, and her not being prepared to defend against the counterclaim, JJ decided to dismiss without prejudice. If Plaintiff admitted to notice of the counterclaim and was even minimally prepared, I’m sure JJ would’ve moved forward. So in hindsight, I think JJ made the correct call on the counterclaim. She correctly dismissed it if my assumption on date of service is correct.

The defendant or legal representative has to be personally served, roommate is not a legal representative
