This is not exactly an mixer circuit, this is essentially an adder circuit. If you put the same signal in both channels you'll get the signal at the output with the double of the amplitude. A mixer should combine the shape of the signal without affecting the amplitude. But I think that this is very hard to build it in analog way, because there are not any circuit on the web.
I think that's a mistake. They should be non-polarized capacitors. A typical value is 100nF. The +12V supply is there in part to add a DC offset to the AC inputs so they can be amped without a negative supply connected to RE. Meanwhile C3 and CB are typically well above 1uF and polarized to be affordable.

The capacitor symbol you are using is for polarized capacitors..why are C1 and C2 drawn with the cathodes upstream and the anodes downstream?

I think he did mention it in a way. He said that beta needs to be between 100 and 300, and then he chose the values for R_C and R_E.
