I don't think I can defend the cop on this one but if you fit the description of ongoing investigation (not a made up one, if you think they are making it up call their station to confirm) then they can run your plate etc.
They are allowed to lie so if this is just consensual you could have turned around and leave if not there needs to be RAS (reasonable articulable suspicion) fir him to keep you there. If bot he is violating your 4th amendment right
Request the information that the police looked up. File suit against him and the department for them to explain to the judge why he did what he did.
