It would be good to see how this works in real time. The partner was kneeling still while the instructor did the really high arm motion, elbow AND strangulation in slo-mo. But given that IRL we don't have that much time before the opponent tries a takedown, why not directly elbow or punch rather than raise arms up? Wouldnt that be much faster? And in what ways is doing the cat stance better than simply sprawling when countering an opponents takedown, as is done in kickboxing and other combat sports? I would love to see pressure testing to this with gear. I want to note that I root for traditional martial arts like karate to work IRL
This move is for a double collar or double neck choke. Try it, it works great especially in jiu jitsu. His example doesn't really make sense tbh. No hate towards him but i'm not sure who told him this was the bunkai application.
I was taught that this was a double collar break. The step back brings his weight forward straightening his arms, the elbows wedge the through their arms and breaks their grips.

FYI the movement you are describing is actually performed with the left leg forward

FYI he is correct, it is performed with the right foot forward as per the Master that founded this style but thank you for your ill informed opinion.

Nice bunkai..Alternatively what about holding onto the grab and doing a double wrist lock on the downward motion?
No one should use this bunkai, it’s not practical & will get you beat up in a real fight
