Who are the two fully veiled ladies? I think I can safely assume one is Grand Duchess Charlotte, but who is the other? The other two ladies in the balcony were Grand Duchess Josephine Charlotte and Queen Juliana.

I suspect it is Empress Zita, sister to Prince Felix.
