I'd definitely would love to do these. Last time I played I farmed a few NMs on HorizonXI which never spawned for an entire week lol. I also want to play PuP and I'm told constantly it's not viable. I really love this game but to play on a Pserver again I'd def would get a static of my friends.
Limbus is definitely accessible (getting up to Tenzen in CoP can be some work though). At the time of writing this, ToAU hasnt released so no PUP yet. I would not be surprised if its quite strong when it comes out (with appropriate attachments). Rally the troops, I blasted out a lot of DMs to pull people back in prior to Horizons release.
It obviously varies, but I've usually been able to build a party acceptably fast. Its noticeably harder around 3-7AM EST, but even then you usually can put something together. Population currently varies from around 2500 (7-10PM EST) to 800 (5-6AM EST). Level sync makes it significantly easier to build parties than it was in retail.
