1995 had a mild start, a typical spring, a hot summer, an average September, a warm mid-October (while Michigan was on the road of course), and a cold November & December.
Preparing to attend this game wasn't easy. Do we bring rain gear or snow gear?...We chose rain gear and were dry-ish....but COLD as the temperature kept going down and the wind was relentless. My cousin who joined us was smart and wore a full snowsuit. Ironically, she was the only one in our group of 6 who got sick a day or two later but at least she was comfortable-ish during the game. What really sucked was that the game was never technically out of reach as one slip up could've lead to a Purdue game winning touchdown so we stayed to the soggy, muddy, cruddy, freezing end. Just over two months after running out of Lemon Chills for the Pigskin Classic game against Virginia the concessions stands ran out of hot chocolate for this game!
Bad weather and at that time Michigan had perhaps there worst surface in college football especially for rain as it had no draining and is just above the water table.
After the cold weather with the Michigan-MSU game you posted, this game makes me think it wasn't a great weather 1995 autumn in Michigan.

So ugly it’s beautiful
This is one of the ugliest games you ever want to see
The Frozen Mud Bowl. I swear it was like 50 degrees that morning and maybe 20 by the late afternoon.
