It took me a while to revise what I was doing wrong. U have to make sure u spell mystructure:Red the right way. Make sure capitals a capital and lower case r lower case, that’s what got me

You need to go to other versions or get and app that can override minecraft's limits to give you the block externally. But if your using it for design then your in luck because its just like bedrock in the overworld and nether.
If you have the right devices, you can do this to get it in your inventory!

If you don’t want the thing to spawn under it just have zero 0 on all of the cords and it spawns where the block is standing
