This wasn't random, it wasn't homeless or copper thieves, it was someone who knows communication systems and networks and is testing to see if this is a viable means of attack, knocking out communication, internet, radar, flights, etc. It gives an idea of how many customers, where the locations and generalized idea of what entities/agencies/public services/law enforcement could be affected, thus marking where an attack could take place. It would also be done in conjunction simultaneously with other people who will cut the next line that affects the next grid next and so on so forth. Kinda like a power grid, where the entire eastern seaboard blacked out multiple times. Communication networks are the same, and if you cut the right one, that prevents law enforcement, aviation, military, government, etc from being able to respond and react effectively. Thats just on the ground, we aren't even talking about knocking out satellites. Which... My god...
Actually, the Internet is designed with the assumption that connections will fail. Packet are routed dynamically around failed connections. The Sacramento airport probably had a single fiber connection. Major nodes have multiple connections, so if one fails, packets can be re-routed.

The shape of the cut is interesting. This cut was used because it had the greatest chance of making the interuption successful. The light in the fiber optic would defract more severely at the surface of the cut. Were the other damaged fiber optic cables around California cut in a similar way?
