The blue glow around the character for the final attack makes me think it's an ogcd, perhaps one that unlocks after a buff or after finishing the scorch combo, kind of like the new warrior attacks.
Yeah, it looks like maybe an upgraded Fleche or Contre Sixte. Maybe an upgrade you get after Resolution or Manafication, or maybe it's just upgraded in general. Whatever it is it's definitely an oGCD.
It's not a new finisher. It's an off gcd ability. See the blue flash when it's used, same as other off gcd abilities. Still sucks overall though for rdm, probably got the least overall, or joint last with summoner
There's definitely some upgrades in there. That's definitely not the Jolt II animation so that's getting an upgrade along with Impact now going blue at the end with 3 enchantment stacks so there's a distinct difference between AoE melee and single target melee combos now. Manafication looks like it's being changed to give you the one free melee combo as a window rather than just giving you the mana since the gauge doesn't change. Then there's the embolden follow up and the final part of the finisher. Seems like an awful lot got added!

"Resolution" is not longer the "resolution" to RDM's spender combo, making it the silliest skill

All the Finishers remind me of the extremely flashy and over-the-top looking Grandmaster, Completer and Transcender skills from Cabal Online.
