i love this scene from bournes interaction to the fact that the CIA operatives can't go loud because they are not suppose to operate in the US and don't want other federal organizations involved because it would be shooting themselves in the foot

As someone who's hotwired a car, you can't hotwire a car that fast. If you had a specialty tool to stick in the key slot to break the steering lock, yes, perhaps... but that's not what he's doing...
My favorite part of the Bourne movies is that Jason never once even attempts to disguise himself. He walks around in public with his face on full display and they still can't get him.
this is very common a psychologist and sociologist explain it people are so obsessed with their own business and their own little bubble they don't pay attention especially in this digital world where everyone is glued to their cellphones. it's quite easy to walk around in plain sight through the right crowd because no one is paying attention

Someone somewhere would have had to write a list of all 10 codes and what the appropriate response would be. Presumably you'd break into a jog somewhere around code 3 or 4? Code 7 or 8 you'd be running red lights. Code 9 I guess you're talking about minimising the number of civilians you run over in the process, but there's an acceptable level of collateral damage. Code 10 is full on hijack a helicopter, toss the pilot out the door level of abort, you make that abort happen no matter what. Acually this is a pretty cool system, nice one.

He made the wrong decision for the code 10 abort. Had he chosen a code 8 or 4 Abort, that would have left him with Alpha 5 and Bravo 2 engages. But if he went with a Code 3 abort.... all I can say is he knows less about Code aborts than most people. He want trained in the old Abort code system which were Code 14 15 and 22s. Those aborts were a real challenge to enact....

Of course, none of these 'one man army's movies are meant to be taken seriously, they're just therapy for middle aged "Subdivision Commandos" who live in the hope they'll have to use their ",Sigsauer"one day. 🤔
Their main issue in trying to catch him is he is far smarter than them and they can' seem to grasp that and them allow for it. The end scenes where he is on the roof looking into the building is not believable. That entire area would be under heavy, continuous surveillance.
I'm not a highly trained CIA agent or skilled Anti-terrorist operative like Jason Bourne, but even I would have had NO trouble spotting 10 men with ear pieces & dark SUVs as obvious "government." That was very covert & clandestine work there.
If he didn't try to be cool with the "we'd be having this conversation face to face". His getaway could have been much simpler.
