I’ve had a commuter folding bike that I ride to work every day in SF.
Not sure if yours does this but mine is rated at 20 mph top speed. But being fully loaded with miscellaneous gear (rear rack w/ bag, lights, a GoPro, side mirror, a large metal water thermos, a small metal tea thermos, my battery charger, a kryptonite lock, and me @183 lbs), I can top only 18 throttle alone on mode 5. However, if I ghost pedal (pedal without effort) in mode 5, I top off at 23 still fully loaded. Give it a try and let me know if it works for you.
