There is no Class D ranking. Its more easy for the citizens to believe that someone that looks as plain as Saitama would only be able to take out a monster with One Punch because the other heroes put in their efforts before Saitama stepped in even though the citizens saw the seaking get killed with their own eyes because all it took was a troll saying that the seaking must've not been as strong as it seemed and another citizen to mention that he was the hero cheater of City Z. And also it doesn't take special powers or magic to take the steps If you wanna change and do better for yourself. Basically it's nothing special, you just have to want it. And for Mumen Rider, as he is obviously nothing special, he showed that even just trying and putting forward the effort can be done by all of us and the magic in it, is inspiring to others and could give others hope If you really think about it, Mumen really did save all those people. The deep sea king was dead set on slaughtering all those people but Mumen Rider bought them all time until Saitama showed up. And then after all of that Saitama comes thru and shows us that there's no point in trying to change someone's mind whose pov is already I'll conceived. Act on your morals and beliefs, and let the chips fall where they may. He saved all those people yet they still begin to question his impact and downplay him. And so he just accepts it. Every average Joe in the series that needs saving knows that mumen Rider would show up for them no matter how big or small (paradisers and getting that kid's balloon) because he's just THAT reliable. The author of the original story is a genius story teller. The story is in the foreshadowing subtext, and weaves together over time. You'll see a little bit of that in season 2 where subtext details from season 1 get referenced.
Season 1 is mostly an introduction to some of the main characters and the type of world this is, the proper storyline will pick up from season 2 the main villain does get mentioned in this season but you may have missed it watching this first time

Mumen rider is actually the best hero out there , he has the heart of a real hero .
The reason Genos can survive a lot of fatal injuries and body parts is because the only organic part left is his brain. 90% of his body is mechanical with some synthetic fibers like his tongue to mimic human anatomy but hes moslty robot. His head is also the hardest part of his body.

I think saitama does want the recognition and glory but he sees the bigger picture and is willing to take that route because even tho he might not get that recognition, at the very least he’ll be the kind of hero he really wants to be even if it means the people don’t see his worth
