Yeah, that's been in the game forever. It's because on your turn having a weapon equipped means your hero has attack therefore according to combat rules the hero also deals its attack as damage to the creature swinging into it.
Yes, your weapon gives your hero attack on your opponent's turn as well. It's a very rare interaction because the effects that can make an enemy minion attack you on your turn are very few and far between, but it's a thing.

That's why weapons attack locks after your turn is over so that attacking face against a hero with a weapon doesn't do dmg to the minions
