Is electrocute really worth it considering the long ass cooldown ? I feel like fleet footwork is more useful in lategame

I believe the opposite, fleet footwork is useful early, while electrocute is useful for the one-shot damage later on. If you build correctly, you can half health any tank no problem with electrocute in like 2 seconds. I want to try conqueror, but fleet is best because the enemy will most likely pick ad and bully you early.
