Bernard was the owner of the Hullabaloo circus after the death of Murro's parents. He's Murro uncle and caretaker, but mistreated him in order to showcase Murro as "Wild Child" in the circus. This mistreatment is the reason why Murro faked his death and left the circus with the help of Mike. Bernard also adopted Mike, raising him as a son. This also makes Murro and Mike siblings/cousins. Bernard would end up dying in the Hullabaloo massacre.
