Damage control, the original idea, seems that Section 31 was intended to be is to monitor star fleet by keeping a watchful eye on the captains of their motivations and how they deal with situations. But that changes along the course of time seeing the wonders of technology and all that comes with a large universe of possibilities. So Section 31 starts to evolve into a different version of the federation one where they police the universe marshal tech and influence people at the top to bottom of the federation, but they do it in secret. Publicly, they say we are there to clean up, possibly threats, and secure things that demand it. Actually they origins go back to Aera 51 and possibly the Vatican and possibly a lot older societies of secret orders. Watching waiting and marshalling events in federation history back to the eugenics wars and possibly first contact and beyond that.
It's hard to comment about what you're asking just yet. After Section 31 comes out, then I'll be able to tell you what I think about it. I can say I'm looking forward to seeing it.
Oh no 😦 When will they give up on movies and realise that TV gives more opportunity to tell a compelling story. As a Trekkie for the last 40 years am I going to go and see a Section 31 movie?... well yes, I've been a Trekkie for 40 years... but will I rush to see it... probably not... but it will only be a few quid to see it in the cinema. Would I have succumbed to the Paramount TV Tax for 12 weeks to watch a whole series... well yes... I would have been glued to the TV, and who knows...in the unlikely event that they pulled a Disney and provided something else I wanted to watch maybe I wouldn't cancel the subscription the second the show ended!
