It’s definitely security cuz someone made a vid of them setting off the fire alarms and the building had the exact same blue railing as the this and it matches up with everything else
Either because the sensor was dual tec where you need to do a lot of different movements to trigger it or there was just not enough movement so the sensor was not sure if it detected something

@@DecadesofDecayON because there is a mode on these that make them shut off after a certain amount of time to prevent annoying the people in the surroundings. As a security system tech myself i know what i am talking about
