I envy you "Anime Watchers", because today was the first time you watch these scenes. But as a Manga Reader myself, I read these scenes when they came out 10 years ago. So just a note for the 28000 people in Rukon, they aren't strictly dead per say, people don't die in soul society, their reishi gets reabsorbed into the soul society and then used to create new human souls. This would eventually happen naturally which is part of the cycle but the Hollow extermination "forced" Mayuri to speed up the process to get their souls back into the cycle. So while they as the people they were are gone, they have actually been reborn into new born babies on earth.
That's one of the things that bother me about Uryu, he's going around completely destroying souls (unless he's somehow adapted a new method that purifies hollows) and no one seems to care much.
