Yang Yun at 14, at least did appear to look older in Sydney as she was more developed physically as a woman and showed so much maturity in her movement and dance... unlike, He Kexin, who, supposedly at 16, looks and has the maturity of a 13 year old!

The lunar calendar year is shorter than the solar calendar year. So now and then the lunar calendar will get adjusted by adding an extra month (intercalary month). So, the difference is negligible.
I was a competitive swimmer, and a good amount of my co-swimming friends often started competing at age 4, albeit on a summer swim team, only during the summer months, and not adding the winter season at a year round club until around age 8 and with good coaching, this rarely causes issues with growth in the athlete, among other things.

They currently do not have talent to compete equally against China, USA and Australia. Lastly, who's to say they won't lie about the ages of their gymnasts in the future? There was no point for them to complain here, but Russia has complained in the past that the USA always got inflated scores when the USA was beating them in 1991, 2003, 2004.

I feel that there must be something lost in translation, because she can't have started training at age 1?

Then, after the video's release, journalists worldwide did their own investigations to confirm the validity of our translation, including journalists from the Wall Street Journal, AP, Reuters & literally dozens of international media outlets from Australia, Japan, Singapore, etc.
Has 16 always been the minimum age? When I look back at older Olympics, the female athletes appear quite young. I don't see why 14 (or even 13) and older cannot be the minimum age.

I have no substantiation for gymnastics, but I know what goes on behind the scenes in figure skating, and I feel the same happens in gymnastics. The Russians had influence in the 1970s and 1980s, contributing to unjustifiably lower scores given to the likes of Ma Yanhong and Ecaterina Szabo, etc. Later, USA were given generous scores at the 1991 Worlds, where Zmeskal won the All Around.
Busted! And the Chinese Gymnasts were RIGHTFULLY STRIPPED of their Team bronze medal from Sydney. The ONLY REASON the head of the International Olympic Committee was too scared to really prosecute the Chinese team and HE KEXIN is because China was hosting the Olympics.
