It is simply unrealistic to tell people to never buy a house built before 1980 that hasn't had a "down to the studs" remodel, potentially with all new plumbing and wiring. Unless, of course, your target audience is multi-millionaires that can pay for those homes. That level of remodel would exceed the value of the home, unless the home was in a very exclusive, expensive area (which rules out like 9 out of 10 homes built before 1980).
I lived in an unincorporated house and the fire department will put your house out but they will charge you - unless you subscribe for about $500 per year…
I grew up in a Midwest bungalow that was built in 1926….it had lead based paint and asbestos. As long as it is not disturbed it is safe. Just don’t cut into surfaces or chew on those surfaces.
insurance research is a great place to start, before you get excited about a home. I am a mile from the ocean in New Jersey. All insurance companies elected to make all homes within 2 miles a "wind" zone. this is where the government has let us down. There is no rhyme or reason locally. It seems the Insurance companies are hedging their bets, based on all the Florida issues of recent times. Regardless, I have only 1 or 2 choices of insurace carriers now, as all others will NOT even write us a policy. If you have a mortgage, you must have insurance. Stuck in the middle of it, without a sail...... "Wind insurance" .... really?? ugh
Since I live in an HOA that one didn't make the list. They're not a fit for everybody, but I get way more benefit from it than I give up in terms of restrictions.

Older homes are much better built than new/recent ones!
Facts, but some older homes have absolutely terrible insulation.

Lead does NOT have to be removed, but it has to be disclosed in the sale.

Your statement about municipal services is incorrect. There is intergovernmental agreements where fire depts support each other as well as ambulances.

Research the builder, Most of the builders here in AZ just suck and they make crappy homes.
You forgot #8, budget withstanding. Don’t buy in an HOA. While originally formed with good intent, they have evolved into mini tyrannical governments.
