Sir wheel pahle se move kar rha tha ya jet ke strike karne ke bad move kiya ? Agar pahle se move kar rha tha to mass/sec = pa(v-u) consider hoga . Aur tab initial velocity bhi (v-u) . Aur agar wheel jet ke strike karne se rotate kiya it means wheel pahle rest me tha to aise to initial velocity with which jet strikes the wheel V hoga aur tab mass/sec = pav hona chaiye

When there is single vane, relative velocity will decide the mass flow rate of water impacting on vane. But when there is series of vane, anyways all the water is going to strike, some water will strike first vane,some on 2nd and so on, hence the absolute value is used when deciding the mass flow rate of water striking the vane.
