First of all it is illegal to reshow parts of movies films or TV programs without the original creators permission secondly if they can be bothered to put the total English then they can be bothered to put proper subtitles or speak English
I think it works out perfectly. Not every actor needs to be a handsome strapping young man with muscles. They can look like the type of guy you see on the street, AKA normal guy which rather makes the show seem more realistic.

Do they tell the prop makers to intentionally make all shackles twice the size that they need to be? It looks pretty silly when the actress can literally slip her hands out any time she wants. Is there some rule against making realistically sized restraints in movies?

Make realistic sized shackles, but have them held closed with magnets. A little tug and they open right up. Or have a quick-release link in the chain so that they can just pull on it and it comes loose. Or make the shackles out of rubber so that they can just stretch around the person's wrists.
