The highway code stipulates this: Drivers have the OBLIGATION to clear the way and if necessary to stop to let a priority vehicle pass (blue lights and siren on). Any obstruction is punishable by sanctions (fines or even legal proceedings). This video was filmed in Brussels where I live.
