No, u can't reject any bidder unless he doesn't qualify for the tender.... Rest u can generate comparative statement among qualified bidders as L1, L2 so on....
You can reject any bidder whose rate is high in AOC option

The problem is, bidder is not yet get refund their EMD after AOC completions ,by me little mistake done i.e instead Approver DSC another DSC same office staffs DSC USED and AOC also complete successfully . But they bidders called me they did not yet get EMD REFUND TILL NOW. The another I KNOW THAT FOR TENDER 3-4 person DSC Required but during the AOC PROCESS Data Approver DSC was not showing any AOC option that's why I have to use ..my another. Staff DSC which is maked for only E TENDER PURPOSE. SO NOW please tell me and help that amount i wrong process or if so then , now Sir you tell me how I will refund them their EMD successfully what should I do now.

Sir, No scope for rejection after technical acceptance of Bid if after opening financial bid found L1(rate offered by firm is too less and is not justify) in Gem Portal .If any scope for rejection then put the comments please.
you can recall or cancel tenders on etender website. As far as Gem portal is considered I have not used it till date.
