The main point is, which software does Team "X" use or what is the pain, that cannot be altered in between changes. That's the key point, so please don't take it in a negative way. Actually answer of this point is the "Agile Methodology"
AGILE Software development is most important rather then water fall model which will starts from start.. If the final product is delivered also. So that is why AGILE is best. Simlar to angular. helpfull.
