    If someone's heart is best astrologer, then why should anyone seek any astrologer for guidance at all? One should go to self-heart only..

      Vedanga Jyotis (part of Veda) without the end-conclusion of the Veda (Krishna, see Bhagavad Gita Chapter 15, Verse 15) as guidance is not recommended:
      सर्वस्य चाहं हृदि सन्निविष्टो
      मत्त: स्मृतिर्ज्ञानमपोहनं च ।
      वेदैश्च सर्वैरहमेव वेद्यो
      वेदान्तकृद्वेदविदेव चाहम् ॥ १५ ॥
      I am seated in everyone’s heart, and from Me come remembrance, knowledge and forgetfulness. By all the Vedas, I am to be known. Indeed, I am the compiler of Vedānta, and I am the knower of the Vedas.
      Also, see Bhagavad Gita Chapter 18, Verse 61:
      ईश्वर: सर्वभूतानां हृद्देशेऽर्जुन तिष्ठति ।
      भ्रामयन्सर्वभूतानि यन्‍त्रारूढानि मायया ॥ ६१ ॥
      The Supreme Lord is situated in everyone’s heart, O Arjuna, and is directing the wanderings of all living entities, who are seated as on a machine, made of the material energy.
      Now you may ask, why there are different voices, advices, which seem contradictory? To whom to listen:
      See Bhagavad Gita Chapter 18. Verse 66:
      सर्वधर्मान्परित्यज्य मामेकं शरणं व्रज ।
      अहं त्वां सर्वपापेभ्यो मोक्षयिष्यामि मा श‍ुच: ॥ ६६ ॥
      Abandon all varieties of religion and just surrender unto Me. I shall deliver you from all sinful reactions. Do not fear.
      So conclusion:
      Everyone has its destiny decided (see your birthchart). This has been decided by ourself through choices/wishes/actions in the past (previous lives). On account of these desires we had, we will get advice from the mind (moon), intelligence (mercury) to act upon it. You should not listen to your mind nor your intelligence alone. Listen to your mind and intelligence under guidance of your heart. How to listen to your heart which in turn guides your mind and intelligence? By declaring that you want Krishna and nothing else. Then Krishna (in your heart as Paramatma) will guide you through your mind and intelligence. How do you know this?
      Because Krishna says in Chapter 18, Verse 65:
      मन्मना भव मद्भ‍क्तो मद्याजी मां नमस्कुरु ।
      मामेवैष्यसि सत्यं ते प्रतिजाने प्रियोऽसि मे ॥ ६५ ॥
      Always think of Me, become My devotee, worship Me and offer your homage unto Me. Thus you will come to Me without fail. I promise you this because you are My very dear friend.
      This verse is a definition of Bhakti Yoga.
      I suggest you to read up on Bhagavad Gita As It Is : vedabase.io/en/library/bg/
      Your birthchart contains information about: Dharma, Artha, Kama and Moksha. It contains information about Sattva, Rajas and Tama guna. How is your mind situated? How sharp in your intelligence? In which measure you will get things in life done regarding these subjects. This prepares you for the next body (incarnation).
      The goal of the Veda, however, is Krishna, as stated in Bhagavad Gita Chapter 15, Verse 15.
      So birthchart (Vedanga Jyotisa, part of the Veda, the eye of God) gives you information about Purushartha. But the end-goal of the whole Veda is Krishna which is described by the acaryas as Parampurushartha.
      Suppose philosophy is not your thing or you do not agree even with it (there are many philosophical standpoints, even in India itself), then why not check the planetary standings when Shri Rama and Shri Krishna appeared?
