If you find an alternative place on the ‘board’ for the joker - it can be used. That is how I have played the game. Regarding the 30 initial points - each player must have tiles to lay down that add up to 30+ on their own without the use of another persons tiles.
If you aren't the first player to set down their tiles adding up to 30, do the other players get to add to the other tiles on the board on their same turn after their initial 30 is out? Do you play that you have to use a tile from your board to replace the joker? Or can you use a tile from somewhere on the board to replace the joker. The rules from different editions of the game seem to have different rules. Especially when it comes to jokers. Whenever playing with something who already knows how to play, this is something we have to discuss.
It was most definitely in print and is unlikely ever to leave it.

To be clear, the minimum of 30 for an opening play can
be met by playing multiple sets adding up to 30 or more.

I think my family's copy suggests playing 1 round per player and then the
player who won the most rounds wins, with ties being broken by their scores.
