when you look at the sun on a normal day, your pupil gets contracted thus protecting your retina from radiation and harmful rays but when partial or total solar eclipse occurs, it tricks your brain that no or less light is coming from the sun so your pupil do not contract and the harmful rays and radiation enters your eye and damage them. hope this helps!

Pretty sure the difference is you instinctually look away from the sun if you try to stare directly, but in a partial eclipse, enough is covered that you don't have the same instinct and it feels like you can stare at it. Despite this, the parts that are peeking out are still just as damaging as the uncovered sun.
