I forget the exact name of it - but art supply stores (or websites) carry them. Usually called "drying medium" they're used for speeding up the drying time for artist's oil paints. I add it to the linseed oil/thinner and mix the pigment into that combo...
There's a Japan drier sold at hardware stores, it can be added to oils and speed up drying. Alternatively India ink is black and fast drying, but not waterproof and needs an additional protection coat.
