If you think about it, it makes sense that Middle East are scarier on average. California and Japan need to worry about earthquakes. Florida and Caribbean islands are in hurricane alley.
The Middle East doesn't have as big of a problem with weather or tectonics, but they have to deal with more missiles and bombs. Some of the scarier European sirens are likely left over from the Cold War era.

The Japan ones all have different purposes.
The little jingle is the TV Early Earthquake alarm
The beeping is the Phone Earthquake alarm
The siren I the loudspeaker Earthquake alarm
The garbled noise is the Tsunami Alarm
The one with the voice and two noises afterwards is the Home Earthquake alarm.
Most of the time, these all go off at once and sometimes evolve into the tsunami alarm. Scary shit.

The siren one is actually called the j alert which will cause your tv to automatically turn on
I lived in japan before I hand to regulate to safety procedures during a emergency. So when my parents played the sounds apparently each one is to represent the type of threat. Like if you have watched/read one punch man and know the types of classed issues. Same type of concept here but with EBS

the england tone u used was actually noaa weather radios going off here in the u.s. im not sure what england uses but i think its the dual attention tone used here in the u.s.
I believe it's also the same here, not that it has ever gone off in my area, we have a different phone one which is also the same as the iPhone alarm though, but we haven't really had it go off too many times, at least not that I know of
