The guy is sick and he has a fake bomb to keep the officers away from him. Even the ransom of releasing a prisoner is fake. It turns out that he's a diversion for his girlfriend to get the evidence in the evidence room. The reason they're doing this is because of the guy's gf's ex husband finding her cuz she's hiding from him. The evidence will alert her ex once processed
So he actually didn't want that guy free. He didn't actually even know him. It was all a cover so that his girlfriend could break into the police station while they were all too busy dealing with the bomb threat. She was im hiding from her abusive ex-husband who was a loan shark that had cops on his payroll. However she was working at a place that got robbed, and she realized when they swabbed for DNA and fingerprints at the crime scene they would find her real set and tell him where she was working. She was breaking in so she could try to delete the fingerprints from the police report. Harper ends up helping her when they figure out what's happening
