    A operational service as a need forward in a long term as a provide of service to a population.

      Exactly. Relieve the pressure by allowing people to opt out of the NHS. These people can get a rebate on their tax and national insurance and be given some sort of identity card that allows them to buy goods cheaper and pay less VAT on bought goods. I would take this option any day. I don't pay for the NHS and I don't use it. Less pressure on the system, less beds needed and more democratic as it means I'm not having my money stolen through threats of violence from the government, who currently will use aggression towards me and arrest me if I avoid paying taxes towards the NHS. Supposedly the left loves democracy so what's the problem?
