Unfortunately, Germany has saved itself to death. I'm not in favor of debt or loans. But you can't let a country fall into disrepair as it does in Germany. Only Liverpool would have to be considered.

The whole place was gentrified year's ago. It lost its soul and is just one big tourist trap.
