Good question. Actually we should see if q0 and q2 on a goes to some state in different partitions of previous step. However they both go to set containing q1. Hence no need to split.

We should not see if a state goes to same group on both 0 and 1. See 0 separately and 1 separately. If it goes to same group on 0 and same group on 1, then they can be combined.

Good question . Since its final, it already comes in seperate partition. Thats why we have not included it.
