Haha, I really don’t know. The short time window that only allows you to hit him once might feel like something they added at the last minute. It seems they might have overlooked adjusting the time value for consecutive hits. It works fine for normal hits, but not for the final one, as he slows down during his destruction animation, allowing two hits at once. The other glitches are mostly errors in Sonic 1's physics (and apparently in Sonic 2 as well, since Robotnik’s Revenge is a ROM hack of that game), where the "floor" rising faster than Sonic's jump causes various glitches, among other related conditions.
The final boss of sonic 1 feels like it was put in the game last minute, considering how glitchy it is
