Is it safe to scan other people's websites?
The short answer is no, even with permission from the site owner. A lot of these tools like the spider in ZAP while very convenient, can actually delete or modify data. Worse yet, it can even reach out to other websites that go out of the scope of your scan. I would strongly recommend either:
1. Use a web scraping tool to spin up your own environment and perform scans from there
OR
2. Ask the site owner to spin up a sandbox/test environment.
The least thing you want to happen is getting a legal notice from your ISP.
