Next to SWAT, it's the hardest school to master. My father was a Las Vegas motor cop. A T. O. for the last seven. 250 cops would try out and 10 would make it. Most fail on slow maneuvering. Keeping a thousand pound bike up right is no easy feat at slow speeds. They have to stay under 5 mph doing very intricate maneuvers. There are some videos here that show the inter departments competition. Friggin acrobats. In the 80s he had a female partner for 5 years. Grace. 120 pounds soaking wet with her duty belt and could move that Harley like it weighed 10 pounds. Absolute professor on that bike. I run a STAR course one week a month at the DMV parking lot. The "friction zone ", using the clutch and throtel in unison under 5 mph takes a lot of time to learn. 3. In 10 pick it up quick, the rest at various levels. The course has 2 figure 8s going in both directions, two straight aways and four circles 10ft in diameter. If you go over 5mph or dump the bike you fail the test.
I escorted funerals in the 90's. We did that to keep traffic to a crawl and then stop in order to let the procession cut across into the cemetery, or merge onto a highway where they had to move across multiple lanes. I was surprised to see the traffic in this video moving.

But since the dmv likes to give licenses away to degenerates, this is the problem we encounter on a daily basis. I was the last car in front of one these in Atlanta a few years ago on 85 north. It was weird to look behind and see not one single vehicle behind you in atlanta on i85. Turns out their was a vehicle broke down in the middle of the 6 lanes just ahead.
I was a doing practice exam where question asked what should you do if an officer is doing a traffic break. Correct answer was switch on the emergency flasher. In this video not even one single car have switched on there emergency flashers.

For callsigns, they differ based on what Area office and beat they work. For example: Baldwin Park is dubbed Area office “81,” so it will be 81-XXX. The last three digits is for the beat. So 81-601 would cover the SR60 Freeway. Then, when you add a letter at the end it makes it more specific, in the case of the Mary unit it’d be 81-601M. Lastly, if you’re looking for the full callsign, you would add the shift to the beginning. So if 81-601M is working the A shift, the final callsign would be A81-601M.

In reality, this actually breaks up traffic jams. Traffic jams are caused by idiots not letting anyone else move. If you give some traffic a chance to move, traffic doesn't get as jammed up. Instead of 3000 vehicles sitting at a complete stop because nobody can move, 2500 cars are slowed to a crawl but are still moving. While the other 500 have a chance to move. It sucks to be stuck crawling along the freeway when you can see empty road in front, but it is better than sitting at a standstill with no empty road in sight.
First time I saw this rolling traffic block was in Phoenix, an AZ DPS car was doing it. It worked, so well when I got where I was going I called the non-emergency number and asked what that was and, what it was called and all about. It's called, a rolling traffic block, it is used to open up traffic, slow it down or bring it to a complete stop. One word of advice, do not try to pass!
A tow company had to hook up a tractor-trailer rig (big truck) somewhere ahead of this traffic break. Rather than close the road so the tow truck can work without traffic flying by an officer creates a break in the traffic for the short period of time the tow company needs to get the truck hooked up. Sometimes they need more than one lane shut down to do this. Traffic breaks use fewer people to accomplish than a lane closure and less of a traffic jam as it avoids the lane merging lane closure require.

They are really bad. The only way to keep the crazy drivers from making a small issue worse is by making them all come to a stop and let them go slowly behind the cop. Otherwise someone with a flat tire could be wiped out by 300 cars in a rush to get nowhere.

I watched a motorcycle cop doing the test that they have to pass during one of my Daytona Bike weeks. Pretty impressive.
