I wager this is a similar situation as undercast Final Transmutation was like half a year ago when the damage profile got accidentally changed to doing like half the damage. I doubt CA is using the Rusted Pack manager for their own development, their internal tools might be more primitive given that the game is built on the codebase of Empire Total War. So they might've been trying to tweak something else.
After watching IT and Game Dev from the sidelines, as well as making lots of stuff via the RPFM for WH3, sometimes a change will break something completely unrelated for absolutely no reason, and it sucks.

The weapons strength not being accounted for, that took 8 months to fix. It was the worst imo, unless you count Norsca fiasco that they had to remake norsca for Wh2. That took 9 months to fix when they said they would include it in WH2 release. It was WH2 promised preorder content and it didn't even come out. I think they lied about it to sit on their asses and not have to do anything, but that's just my own conspiracy theory. The amount of bad patches are quite honestly laughable at this point.

They have content creators testing builds, why do they not leverage the free player testing and feedback to polish conent before release? It seems so stupid.

More or less yeah. Unless two units are stacked right on top of eachother. That's why I said this will probably mess things up for campaign a bit since it'll be harder to efficiently punish the blobs that form up with Pit.
