Rather the limited arable lands along the river could be used to cultivate fodder to help sustain the pastoral economy which is more efficient and provides quicker returns for a bigger portion of communities.
I agree as far as fodder production. This will also facilitate the move towards non-migratory livestock farming which is more sustainable (with given fodder) and allows for a viable dairy and meat industry. Look at Australia and parts of the US as an example.
