For me, the sanctions imposed on Israel by the Biden administration by withholding shipments of high-precision bombs are the second sanctions.
The first sanctions were actually sanctions against the Netzah Yehuda Battalion (if necessary including two Israeli civilians if Biden wants them at once too) because of Israel's retaliation against Iran.

- Even without sanctions, previous deliveries of military aid from the US to Israel were also relatively 'slow'.
