I think you presented most options very balanced but that you are glossing over the negative aspects of the tunnel - that is to build the tunnel is very likely require the taking of homes - certainly it will if you wish to have the major benefits or parkland, civic space, and housing. There is currently no access to the land that would be made available except from Alma St. (certainly not in South Palo Alto) and it's hard to imagine getting to a park by crossing Alma. If we put the train in a tunnel we would most likely want to connect more cross streets and on the west side of the tracks there are houses that would need to be taken to do that. Connecting the cross streets would most likely slow traffic on Alma St. Maybe that's not a bad thing but we should say so.
