I'm pretty sure they rolled out a buster call for each warlord. If you look at the other panel showing more of the area around Amazon Lily it shows more ships. Also, a buster call for each warlord would explain why Koby said the Marines were stretched so thin rather than just three ships for Boa Hancock and a platoon for Weevil. Plus, a buster call is the largest military assault force they are allowed to launch, and it makes sense that they'd take the warlords seriously enough to warrant that.

I'm pretty sure they rolled out a buster call for each warlord. If you look at the other panel showing more of the area around Amazon Lily it shows more ships. Also, a buster call for each warlord would explain why Koby said the Marines were stretched so thin rather than just three ships for Boa Hancock and a platoon for Weevil. Plus, a buster call is the largest military assault force they are allowed to launch, and it makes sense that they'd take the warlords seriously enough to warrant that.
