Great question! The viscosity does not matter. If it is in a liquid form, it is considered liquid the same way water and oil are. The threshold would be if it exceeds 1,000 gallons in total. After that threshold, you would be required to have a tanker endorsement. There are two types of tank endorsements. Most drivers who do tanker loads will just get the X Endorsement which allows them to run Hazmat Tanker loads.
