It's not written by Shel, though for some reason he claimed it in the credits... It's an traditional prison song and there's a 1948 recording of it on the 'tube. Look up "1948 Prison Songs I Don’t Want No Bald Headed Woman Part 2".

The tune is actually (allegedly) titled "Black Woman"; so he changed the title and a few words and made it a rock tune. Now it's his. It worked.
